Job Title: Import/Export Administrator 2

Reports to:: Import Export Team

General Job Description: The Import/ Export Administrator reports to the Director, International Business Compliance and will support multiple U.S. Government, foreign government and commercial programs within L3, ensuring that the Division meets regulatory, corporate and division export and import compliance requirements while achieving business goals, with an emphasis on export licensing and agreements and compliance review of export transactions.

Essential Duties and Responsibilities:

  • Provide advice and guidance concerning the requirements and obligations of exporting under the International Traffic and Arms Regulations (ITAR) and the Export Administration Regulations (EAR). 
  • Determine the jurisdiction and classification of both Import/Export items, technical data and related services and obtaining Commodity Jurisdictions and processing Commodity Classification Requests as needed. 
  • Assist with the development of licensing strategies for the international marketing, sales, support, offshore procurement and manufacturing of defense articles and Commerce-controlled items. Will support Foreign Military Sales (FMS) and Direct Commercial Sales (DCS) programs. 
  • Ensure that all requirements are met prior to the use of an Exemption under the International Traffic in Arms Regulations (ITAR) or Exception under the Export Administration Regulations (EAR), to include recordkeeping and reporting. 
  • Work with business development to strategize plans for trade shows/demonstrations and required licenses and carnets. 
  • Prepare license applications, Technical Assistance Agreements, Manufacturing License Agreements and other requests for approval to the U.S. Department of State and the U.S. Department of Commerce. 
  • Brief program staff on license/agreements provisos/limitations and scope 
  • Assist with compliance audits and assessments 
  • Provide guidance to site functional teams regarding visitor management, technology marking, technology transmission methods, reporting and other administrative requirements for export compliance 
  • Review supplier classifications and document internal concurrence or re-classification for export. 
  • Develop and retain audit trails to support the classification assigned and update classification database system. 
  • Respond to daily classification inquiries from customers, vendors, government agencies, customs brokers, and others. 
  • Support the monitoring, maintenance, and retention of records and documentation for export shipments in accordance with local regulations and L3’s internal policy 
  • Provide guidance to supply chain management on controlled import/export transactions when requested.

Job Qualifications:

  • Requires a Bachelors Degree with Masters preferred. Preferred in business or related degree.
  • Must be able to obtain and maintain a DoD security clearance which requires U.S. citizenship.
  • Minimum of three (3) years of relevant experience or an equivalent combination of education and experience. 
  • Must have experience with import/export operations

Required Skills & Personal Characteristics:

  • Must have experience with import/export operations
  • Must have good organizational skills, as well as, good verbal and written communication skills. 
  • Requires keen attention to detail, with the ability to learn and comprehend highly detailed laws and regulations 
  • Must be able to travel as necessary. (Up to 10% travel). 
  • Demonstrated ability to read, comprehend, interpret and follow complicated written and verbal instructions, interpret regulations, and the ability to communicate both orally and in writing at a professional level. 
  • Perform duties with minimum supervision, and participate in cross-functional projects as scheduled. 
  • Prefer working experience in regulatory environment (ITAR and EAR) in the aerospace/defense industry.
  • Proficiency in Microsoft Office, OCR EASE, and Visual Compliance.
