General Job Description

Within the Lockheed Martin Corporate International Trade Compliance Office, this position is for an experienced, career export/import compliance professional with at least 5 years professional export licensing and compliance experience and understanding of U.S. export laws, regulations and policies. Supports the Global Trade Compliance (GTC) Director in all activities relating to (GTC) required for the import and export of goods and services at Lockheed Martin’s U.S. and non-U.S. entities. Supports non-U.S. Lockheed Martin entities in developing and implementing compliance programs, facilitating compliance with U.S. and non-U.S. export and import laws and regulations. Collaborates with U.S. business area export license requestors to establish licensing and compliance requirements and develop licensing strategies. Maintains compliance with USG and non-U.S. regulations governing the shipment, receipt and documentation of imported and exported products. Incumbent develops and conducts U.S. and non-U.S. import/export compliance training and supports compliance actions for export/import investigations/disclosures and self-assessment activities.

Essential Duties and Responsibilities

Participates remotely with U.S. and non-U.S. business ITC personnel in the development of export licensing strategies. Provides guidance to business area ITC personnel on U.S. and non-U.S. export/import licensing requirements, applicability of exemptions, and potential non-U.S. licensing issues. Reviews draft export license applications and provides guidance to ensure consistency with U.S. regulations, non-U.S. trade regulations and corporate policy. Acts as liaison between U.S. and non-U.S. ITC personnel and business area program team to identify requirements to support non-U.S. export/import licensing and/or Customs procedures. Coordinates with Departments of State, Commerce and Defense, arranges and attends meetings as required to resolve export licensing, policy and regulatory issues. Participates in technical meetings concerning proposed international business and defense sales. May develop and provide training on the implementation of U.S. and non-U.S. export/import laws and regulations associated with an export/import internal control plan. Assists the VP, Corporate International Trade Compliance; Director, Global Trade Compliance; and Director, Export Operations, as required, to support the Corporation’s Global Trade Compliance program.

Job Qualifications

Basic Qualifications: Strong knowledge of U.S. export laws, regulations and government export license development and management processes, especially relating to direct commercial sales of defense articles and services. Strong communications skills: requires an articulate, detail-oriented individual with excellent interpersonal skills (verbal communication, telephone manners, e-mail etiquette) and the ability to work independently and collaboratively in groups, including with remote, non-U.S. ITC teams and customers, with some manager direction, oversight, and guidance. Ability to research, interpret and apply complex U.S. and non-U.S. government export/import regulations. Must be organized and have the ability to multi-task and discern priorities. Attention to detail is a must. Proficiency in use of Microsoft Office products. Ability to travel internationally is required.

Required Skills & Personal Characteristics

Desired Skills: Knowledge and understanding of non-U.S. export and import control laws and regulations. Knowledge and understanding of public speaking, group presentations, compliance procedure development, implementation and training. Compliance audits, international contracts, technical or engineering experience.
