Job Title: US Trade Compliance Officer

General Job Description: Main Job Function:
Manages compliance with U.S. trade compliance regulations, including the International Traffic in Arms Regulations (“ITAR”), the Export Administration Regulations (“EAR”), and U.S. Customs and import requirements as applicable within TRS and establishes and maintains good relationships between TRS and all US applicants that manage export licenses to which TRS is a foreign signatory. Reports directly and jointly to the Legal Directors of ThalesRaytheonSystems and Thales USA, Inc. The person in this role needs to be a US Citizen willing to work in Massey, France for a period of 3 years.

Primary Job Responsibilities:
Program support
§ Advise TRS France entities regarding the impact of using US-origin technology/hardware/software and the necessity for obtaining the corresponding authorizations in due time;
§ Support complex operations where US-origin technology/hardware/software is used or is intended to be used;
§ Receive/identify, process, and track all necessary requests for authorization to use of US-origin technology and manages the receipt, review, signature, and dissemination of any resulting approvals;
§ Assist Technology Control Officer (TCO) and RSPs [program-embedded data managers] to establish procedures to implement US trade compliance authorizations, provisos, limitations.
§ Act as central point of contact to US partners/suppliers and the US government to ensure compliance with all US trade control authorizations as they relate to bid submission, contract signature and performance, and demonstrations.

Corporate Compliance Program in coordination with TRS Technology Control Officer (TCO)
§ Stay abreast of changes in US trade compliance regulations and promptly inform the TCO of any necessary resulting modifications of the TRS France internal processes and proposes potential ways to integrate these changes into local procedures;
§ Develop training modules related to US trade compliance controls for TRS France employees in coordination with the TCO;
§ Evaluate and audit TRS France operations' compliance with the US trade control regulations in coordination with the TCO;
§ Notifiy senior management, the TCO and the DSO of any potential non-compliance with US trade control regulations and documents any necessary reports or disclosures
§ Serve as the central recordkeeping manager for US trade control authorizations
§ Support TRS LTD compliance committee as it relates to US trade compliance activities.

Essential Duties and Responsibilities: Essential Job Skills and Requirements:

§ 5-7 years experience in ITAR and EAR compliance, preferably with a high technology or defense company.
§ Must be a U.S. person as defined by the ITAR and EAR.
§ Strong familiarity with U.S. trade compliance regulations, with particular focus on ITAR agreements, defense services, and technology transfer requirements.
§ Strong research and writing skills.
§ Good interpersonal skills, including public speaking ability.
§ Experience with NATO and US government contracts and defense procurement advantageous, but not required.
§ French language skills advantageous, but not required.
